Strata software in Western Australia: the law and the 2026 review
- WA uses the terms strata company (all the owners) and council (the elected body).
- The main law is the Strata Titles Act 1985 (WA) and the Strata Titles (General) Regulations 2019, administered by Landgate.
- The State Administrative Tribunal (SAT) hears cases under the Act.
- Phase Two consultation on WA's strata law review runs from 15 October to 26 November 2026.
What are the WA strata terms?
When you buy a lot in a strata titles scheme you become a member of the strata company, which is all the owners of lots in the scheme. The council of the strata company carries out most of its day-to-day functions, and the strata company may engage a strata manager. Owners pay levies and each owner has a right to vote on decisions affecting the scheme.
WA has several scheme types, including built strata, survey-strata (lot boundaries marked by a surveyor, similar to a freehold block), single-tier and leasehold schemes.
Which laws apply to WA strata?
All registered strata properties in WA are subject to the Strata Titles Act 1985 (WA). Landgate says the Act covers subdivision by strata titles schemes, the creation of strata titles, and the governance and operation of schemes, including the rights and obligations of owners, occupiers, strata companies, councils and strata managers. Major amendments came into operation on 1 May 2020.
What is happening with the WA strata law review in 2026?
Landgate is running the five-year review of WA strata law. On 15 October 2026 it announced that Phase Two public consultation is open for six weeks, from 15 October to 26 November 2026. The proposed reforms respond to feedback from Phase One and cover a range of areas affecting strata living and how schemes operate. Landgate's review page has the Phase Two Discussion Paper, a shorter Summary Guide and the online feedback form.
How are WA strata disputes resolved?
The SAT can hear and decide cases relating to the Strata Titles Act 1985 (WA). Its guidance asks applicants for a recent copy of the strata plan and by-laws from Landgate. If the strata company is the applicant, it must provide council or general meeting minutes showing the resolution to apply. Well-kept minutes and records are what make an application possible.
What should WA strata software record?
- Maintenance and defect reports with dates and photos, for council meetings and any SAT application.
- Notices to owners and occupiers, with a record of when they went out.
- Quotes the council compared before a decision.
- Who lives in each lot, for by-law notices and access.
How Watchdog Strata helps
Watchdog Strata gives WA councils and building managers a dated maintenance record, notices for everyone or owners only, and an exportable change history. Owners can compare quotes and take part in an owners' poll; strata company resolutions must still follow the Act. Watchdog does not do levies or trust accounting.
